MY Stint with 1 and 1 has been fabulous,
irrespective of the large amount of hate forums available all over the places my review would always be 5 star for them.
only thing that i missed was quick mysql setup. mysql database needed sometime to get setted up.
besides that i mostly work on webhost based on their uptimes, and for me 1yr uptime was 99.99% and mind you my parameter for testing is the seteuptime meter which checks my sites every 10 minutes.
so that gives pretty good estimation of uptimes.
my site has faced large stumble+digg trafic affordlessly while being on shared hosting 1&1 home package.

I was with 1&1 back when they started their presence in the US and offered free shared hosting for a year or two. I used my account for personal sites and it was overall a positive experience. I was not proactively monitoring uptime but every time I visited my site it was always up and services such as FTP and e-mail were also always up when I used them so I experienced 100% uptime when I needed it.
Support response wasn’t exceptional, but it wasn’t bad either. I only had a few support tickets though and they where all answered within 24 hours.
When my hosting expired I still kept them as a domain registrar for a few years because of the low pricing. I still sent in support tickets for those too and the response time hasn’t changed.
The control panel is a custom one made in house, and it is actually quite nice. It offers all the features that I needed and had was visually pleasing. It doesn’t have as many features as cPanel (and no script installer) but it still has a good number. They also have their own site builder which was fun to use.
1&1 is a pretty decent host. I wouldn’t say they were the best I’ve had, but they certainly weren’t bad. If they ran some sort of awesome special I would host with them again.
